One person was confirmed drowned and three others are missing and feared dead after huge floods brought on by heavy rains dumped by Typhoom Kaemi, the civil defense office said on Wednesday.
One person was drowned in the northern province of La Union while three people were still missing after being swept away by flood waters in separate incidents in Quezon city, Bulacan province and the northern mountain town of Tuba, the office said in a statement.
More than 27,000 people in Manila and in nearby suburbs and provinces were displaced by floods although some have since returned home as the rains slackened, the office said.
Those displaced were from three suburban areas in Manila and 14 towns outside of the capital, it said.
However only 5,535 of the 27,523 people affected by the floods had fled to evacuation centers, while the rest had taken refuge with relatives or friends.
Flooding had eased in various roads in and around Manila after three days of continuous rains brought on by Kaemi but floodwaters in some northern towns still reached as high as seven feet (3.1 meters) on Wednesday.
The state weather bureau said that while Kaemi was no longer in Philippine territory it "will continue to bring occasional monsoon rains over the western section of (the main island of) Luzon."
